California Tire Fee

How to setup an additional flat fee per item for the California Tire Tax which? This is a required separate fee that is a tax. How can I attach an additional line item to each tire sold?

California Tire Fee Effective Date Rate Per New Tire. This fee is 1.75 per tire sold.

With the tax section only allowing % of items, would just adding a new Item labeled "California Tire Fee"  at 1.75 per item with any current taxes stripped off it be sufficient for this or no?  Maybe more of a work a round than an ideal solution .
