So afterpay is set up and enabled. Customers have used it before. BUT, now it is only an option if a person uses a computer. It does not show up on a laptop or mobile phone since the outage. Is this just me or is everyone having issues afterpay now?

To clarify here, are you saying you're no longer seeing the option for your customers to pay with Afterpay for in-person payments on your app?
While we keep a lookout for your response, can you double-check your Afterpay settings using these steps?
1. From your online Square Dashboard, go to Account & Settings from your online Square Dashboard.
2. Click Business > Payment Methods.
3. Next to the Afterpay payment method, click ••• then Edit settings.
4. Toggle the In-Person setting on/off.
