Skip the Stuff" laws UTENSIALS OPT IN?

Many states and municipalities have passed "Skip the Stuff" laws. These regulations prohibit restaurants from automatically including single-use plastics (forks, spoons, napkins, condiments) unless the customer explicitly requests them. 

CREATE A UTENSIALS OPTION FOR CUSTOMERS TO OPT IN AT CHECKOUT!

STATES ARE IMPLEMENTING LAWS THAT RESTRICT GIVING OUT UTENSIALS UNLESS REQUESTED. MAKE A OPTION IN PICK UP/ DELIVERY SETTING TO TURN IT ON & OFF

Hi @magicfountain - I'm Hadley from the F&B product team. Thanks for the feedback - we are aware of this need and are evaluating building it in the future so will keep you updated.  The best way to support this today is through the use of a modifier set.
