Discount Rules on Manual Discounts

We'd love the ability to add discount rules while leaving the discount manual. We have food service and merch sales happening in the same location at two different POSs, and have discounts that we don't always want to apply (so they need to be manual), but that we'd love to restrict entirely for areas that simply don't need them (i.e. merch discounts hidden from food service, food service discounts hidden from merch). It's frustrating that discounts are either automatic OR available everywhere for everyone. Something in the middle would be great.
