Discount offer on ALL food items

I set up a coupon for 25% off ALL food items. There are over 50 items but I added them individually because when I add them as "category" it only takes it off one item per category (ie: one sandwich, one side, one appetizer, etc.) When I tested it, it worked and took off 25% off all food items. However, 2 days later, when a server entered the code, it only took 25% off ONE item.  I tested it again and it still doesn't work. Can someone help look into this? It is for the entire month of Feb and people are starting to claim it.

It looks like in the discount settings, there are no discount rules applied for the February 25 percent off discount that you have set up. This could be causing it to only take off 25 percent on one item. 

Let me know if setting up the discount rules helps resolve this issue.
