I want to slightly adjust my business hours on Fridays. When I go to Appointments Dashboard > Locations > select my location > scroll down to hours, it's blank. (screenshot attached)
Shouldn't I be able to see my existing business hours here, to make a slight adjustment? It seems my only option here is to start over?

So the screen shot you provided is the business hours setting under locations. The flow you described will actually land you in the Account & Settings section of the Dashboard as well. That's why you are seeing a page for business hours with nothing listed.
I think you might be looking for staff hours. This setting controls the availability of booking a staff member. To find this setting just follow these steps:
These hours can be independent of business hours, or reflect them as well! Please let me know if you have any other questions. 😀
