Need clarification: Do new customers get a free chip card reader ($49)?

Am I correct in saying as a long time customer if I upgrade to the chip reader I pay $49. but new customers to square can get it FREE?

the only thing free for a reader is the $10 magnetic swipe reader, but you shouldn't be using that reader anyway.
