My chip card reader says unavailable. So it won't pair. And it won't let me swipe (yes the function is on)

I'm sorry that no one's followed up with you here yet. It sounds like you both may be experience an ongoing outage with Bluetooth related to a recent update. We have let Samsung know about this and they are working towards a solution.
