Invoices: How do I choose from a list of possible tax rates?

We can't seem to be able to choose from a list of possible tax rates within an invoice. Help!  Now, it only allows us to use the tax rate the item is programmed for in the POS, but on invoices, we need to choose one of the other programmed tax rates (because of the kind of sale it is).

Hello @bookstore2, so I can help it would be great if you could answer the following questions! 

1. Are you sending invoices from the Point of Sale app or online?
2. When you say you aren't able to choose from the list, does the list of taxes not appear or it does appear but nothing happens when you select a tax? 
3. How are your taxes set up? If you to go the Items section of your Dashboard can you check that the item is available in all locations, and assigned to applicable items? Do you include the tax in the item price or add the tax to the item price?
