Can my online customers use this as well? Is there a way to send a coupon code to one specific customer? Say, I sent out the mass email campaign for the coupon but a new customer sent me their email and I would like to send that one customer the coupon as well with out re sending everyone else an email, is that a possibility?

Unfortunately the Rewards and Coupons can't be used with your Online Store. 

If you're looking to give a customer a discount to use with Online Store purchase, you'll need to create a one time use Promo-Code and provide it to them directly. You can read more on that here:

In regards to sending new customers coupons, you can create a "Welcome new customers" campaign. This campaign automatically sends a welcome email to new customers within 24 hours of their first purchase. You can include a coupon in these emails as well.
