I want my product count to start on zero not one.

I have an item in which you pick the specific shape you want. Those shapes are in the modifiers. The problem I have, is that the product count starts at 1 and as they pick a modifier it's added to the existing 1 making it the price for 2. I want them to pick the option (modifier) and only then it tallies the count and price.
