I have done all the resets on my phone and chip reader. My reader still won't connect with my phone

How do I get my phone and reader to connect.  I did all the resets.  Made sure everything is on and it still won't connect.  It was working fine before.  This is the second time this year I have had this problem.   This time the resets are not working.  Help!
