I have 2 business names. Somehow, a single transaction showed up on the old business for 2020. I need that business to be totally and permanently inactive.

There isn't a way to permanently delete an inactive location. However, inactive locations will not show up as an available option to process payments under upon sign in. Is it possible that the payment was processed shortly before you deactivated it?
