How do I get shipping to show up?

I have read a lot of the questions and tips and I have noticed that I have set up the shipping just right but when I do a test it shows free shipping. What am I doing wrong? I have set up through UPSP guidelines on cost by weight but I also noticed that not all my items I could put weights for. Can someone help me, please

 I think I might have figured out what the problem was. I set the wrong requirements, have recently changed this. I guess I just need to give myself a break and relook at it with fresh eyes.
