How do I add a flexible shipping to my site? X cost for X, Y cost for Y.

Trying to add a flexible shipping cost to my site.  It is not reasonable to add a shipping cost per item and would like to add a shipping cost option to the site so that my customers can add shipping instead of me invoicing them after the fact.  I want their check out cost to be their final cost.
