TL;DR I found couple of answers to this question (no you can't).
I found a post from July, 2020 and another from December, 2016. In those posts, the answer is no, you can't delete an app from the developer dashboard. That so doesn't make sense to me, that I thought I'd ask again to see if there has been movement in the last 6 years. It seems like if you can add an app, you should be able to delete it. Right now my extra app is just in the way ready to cause confusion.
