Can the Square reader be used to check the value on a debit card?

Can the square reader be used to check the value on a debit card?   Is there a charge for that?

like someone has a visa gift card and you want to check the balance?  no, Square can only check the balance on Square gift cards.  I just call the number on the back of the gift card for the customer to get the balance of their gift cards.
