Is there a way to remove the Savings line from an emailed receipt when no discount/savings has been applied? This line is showing with Savings $0.00, and it makes it look like the customer is missing out on a possible discount.

At this time, there isn't a way for this line to be removed from receipts. I see what you mean, and will pass this feedback on to our team for consideration.
