In detail, can someone explain, how a tax lien order from the state BOE works?

I have a tax lien order from BOE california, so far Square has withhold my deposits but the BOE has not yet received any money? and until they get some money, they told me they will not help me taking the lien off my square account. Square has not call me or answer any of my questions. thank you
