How can we implement an employee badge bar code scanner to facilitate employee payroll deduct (hospital employees) for drinks.

Square doesn't have a way to track directly like that.  You could set up a gift card system they use that the sale would be deducted from and say if they get a 50% off discount you could simply load the card for twice the value they are putting on it.
