How do I make it so that people can upload files to my website and Run them in an about blank tab?

I want to add a thing I have seen on another Weebly site. The site is Lordcompiler.weebly.com. The site has a contact section that allows you to send files (such as .txt,.html) and when you click send, it opens that file in another tab and run said file. I would like to know how to do this. You upload the file, let it read it, then click send. It opens and about:blank file. you then tab back into the weebly website you launched it from, and let it read the file again. Then tab into the about blank and it runs the file.

That is a great question! This is a feature of an upgraded Weebly hosting plan, when you upgrade your site, you are able to add an option to collect files in the contact form. This feature is called, file upload, which you can find how to add to that contact form after upgrading here, and all of the pricing options can be found here

I honestly don't know how to do this either, if anyone could figure it out, it would be awesome. I know the owner of the website though, so I could ask him when he gets back from his leave.
