Can't setup tax rates for the US how I want

So I wanted to setup tax rates for the US and I needed to set the State tax field to 0 and uncheck 'local tax' for every state in the list, because I am not registered for VAT (I'm in the UK) and therefore cannot charge VAT or the overseas equivalent. 

So I went through the entire list of 51 states, only to discover at the end of it all, that I was unable to save these changes!  Why is this?  Why wouldn't the Weebly/Square API/system accept this?

Can you send a screenshot of the error you receive when you are prevented from saving changes? 

I will try to replicate it on my end.

Can somebody answer this query because it is important.  I can't progress with this store until this issue is resolved.  By the way, I still have the option of a refund as it is less than 30 days old.

Thanks for helping me.  Right, I went through the whole list of states again and this time the 'global save' option worked, so there must have been a browser glitch last time.
