Adding pictures to modifiers

I would like to add pictures to the modifiers.  In my case to illustrate the different fabric options to add to a particular item.  I have identified how to add pictures to different options, which I use for clothing sizes etc.

Am I just missing how to do this?

You aren't missing a step here, at the moment we don't have the option to include a picture with modifiers.

Multiple photos are only possible with item options and variations, as you mentioned. You can check out the difference between options, variations and modifiers here.

We're always working to improve our products, so I'll be sure flag this as a feature request.
