No Discounts On Services Items

Hi. Where is the place where I can add no discount to my service charge? I have a promotion going and when I add the discount, it also takes it off my service charge too. I do not want the % to come off the services charges. I went to services in DashBoard to add it. It is not coming over on the Retail Side. How long does systems take to update new information? 

Can you please add No Discount option when creating new inventory?
