I'm currently not using Square for the website but for online ordering I have this section that has a "order online" button for each location separately, would it be recommended that I make 2 sites so it avoided the client having to choose which location to order from?

@websitechicks This one is YMMV. I have different websites, but my locations have different names. If you do one site, the customer will have the option to choose the location before ordering. You can always just add a website and link it to both locations to test it out in the online editor to see which you like. I think they give you the free names like myrestaurant.square.site. Just see what you think might work for your customers. You can delete it right after etc.
I understand you just don't want people ordering from the wrong location.
That is correct, I'm not seeing a way to have 1 website and avoid the popup that forces you to choose a location, like a URL that already has a location pre-selected.
The client uses customer accounts, QR code ordering and other paid features of Square Online so it would be beneficial for them to stick to 1 site.

I'm trying to setup individual pages for each location, but realized that when I use the "featured items" widget it defaults to the "Retail" single ordering page instead for Food businesses like this -
