Limiting modifiers and changing where modifiers are in a post

On my website, I have an option for a completely custom item. There are a lot of options to choose from for customization, and I don't want customers to have to scroll all the way down to see the description. 

Is there a way to put the item description above the modifier options on the website?

 

Follow up question, if I have 5 categories of modifiers, and I only want them to be able to pick 3 things across all the modifiers, is there a way to do that? I looked and figured out how to set a limit in one category of modifiers, but not a limit across all of them. For example, I have different colors of mica powders in one category, then in another category, I have a different brand of mica powders, in another I have alcohol inks. Right now they can choose a maximum of 3 in each category. Can I make it so they can choose a maximum of 3 total?

Online Dashboard, Website, Edit Site, top click Page: Home, scroll down and click any item, click Item Details, click Description, check mark Show the item description above the Buy button

can we still do this? i'm trying and i can't limit options, its one or all. I want to limit to picking 5 toppings, and anything additional has to be added at a additional cost. please help

Hey there @heatherbrew82 to clarify, you have different modifier sets, and instead of them being able to pick 5 in each set you want them to only pick 5 toppings total? Similar to the second question TimelessStorm posted.
