Item level tax not applied

Our items are sold with taxes included by default but for an event ticket, I need to add a tax. I have selected item-level taxing rather than order-level for the event but the tax I have selected is not being added. What am I missing?

That item is currently set up as an event, which is a digital fulfillment. Item level tax rates only apply to pickup, delivery or self-serve orders. You can read more about that in this article about setting up taxes online. Please let me know if you have any other questions!
