Can a customer be able to book an future appointment after he been blocked at risk manager block list????

As of now technically, there aren't any built in features that can stop the customer from booking appointments. However, as a work around, you do have the option to enable "merchant approval" before any buyer initiated appointment can be confirmed which gives you more control.
It is important to note that this cannot be done at an individual customer level, it must be enabled for all customers moving forward.
