I believe that Square Messages Plus is NOT free as a part of the basic Square plan. I believe it's an add-on option.
To be clear though, you should have the ability to reply to messages from a customer, as well as send payment links as a part of the free plan. Things like sending coupons or starting a new outgoing message is a part of the Squre Messages Plus paid plan.
Is this what you were expecting, or can you just not reply to a customer message currently?
