i want read new orders and once order is ready need to send custom dynamic message to customer

i am creating dashbord for kitchen , how can i identify when new order is created and i want to send custome messgae to customer when order is ready. 

can you please suggest me how can achieve this.

Individual confirmation emails/messages a customer receives when their order is placed is a currently a feature request. @lokesh
