add to the root directory

I am trying to add Google AdSense to my site but I have no idea where to upload the ads.txt file. They say it needs to be added to the <head> but its not given to me as a script. They also say it needs to be added to the root directory, but I can't find how to do that either.

I'm looking for the answer to this as well. The tracking code is something different and Ive done that already. We need to add the .txt file to the root directory.
