What happens to declined payments?

How we collect declined payments?  Why Square Do not decline the transaction right in the moment?

payments are declined when doing transactions in online mode (normally connected to the internet mode) at the time of the transaction.  however, if you are using offline mode there is no way for Square to know if the card will be declined and that is a part of the risk of using offline mode.
