Some customers do not receive my email when it is listed as "never" under "Last visited"?

I have tried to use e-gift cards and realized that some names listed under "Directory", which I manually entered, do not receive the e-gift card email marketing ad when they are listed under "last visited" as "Never".  Is it only possible to email those who were customers via Square?  I am trying to enroll those customers whom I dealt with from some other sources like paypal and cash.  

 

I appreciate your help on this because I am painstakingly trying to make it work.
