Reader SDK for Self Service Kiosk?

It states:

• Reader SDK may not be used for unattended terminals. Using Reader SDK to implement payment solutions in unattended terminals or kiosks (for example, vending machines) is strictly prohibited.

1 - What is the reason for this?

2 - What defines an unattended terminal/kiosk?  Does this include self service kiosks that reside within a place of business that contains employees?

Unfortunately, our hardware and software are not suitable for an unattended payment scenario, such as a vending machine or unattended kiosk.

Please make sure that your payment terminal is only available during business hours and is within line-of-sight of employees at all times.
