Modifiers for Shipping

I have multiple options in my modifiers.  I sell specialty candles and all for choices of fragrances and colors.  That's what my modifiers are set to. 

if the modifier is 1 minimum and 1 maximum, the modifiers do not show up if the customer selects shipping.  However, if the customer selects local delivery and enters an address, it populates the modifiers. When removing the local delivery option, the modifiers still don't populate.  

Can anyone help me with having the modifiers always populate?

when you select shipping there are no modifiers. But when you select local delivery and enter an address in Toledo, Ohio, the modifiers for fragrances and colors appear. 
I want them to always appear. But I don’t see why they aren’t. Even when I remove the local delivery options, they don’t appear.

I checked some random items on your site, but I see the modifiers even if I have shipping selected. Is there a specific item that you can point us to that is giving the described error? Or can you post a screenshot of what you see from your end?

I had made the fragrances as an option and the colors as modifiers and they were working. 

Now today, they are not again. I am not seeing the modifiers.  I'm so lost on why they are just randomly disappearing. 

I want the site to look like the view above.

Also, it may be beneficial for you to reach out to the support team directly. It's possible this is an intermittent bug, and the team can confirm for you. They will also be able to escalate a ticket to the advanced support team for further investigation if needed.
