I am new to square and am running an alteration business - (clothing, tailoring, etc.).
Some of the services we provide range in price, example taking in the waist of pants can run anywhere from $15-25.
Can you create a line item, but leave the price blank? Then when a customer pays for the service add in the price at check-out?

Yes, you can have variable pricing for your items. When you create your item, just leave the price blank. Every time you use that item on your Point of Sale, it will pop up a number pad and you can enter the price then.
You may also be able to use Square's Unit Types on your items: you can have the item have a charge per inch, for example, then when you ring in the item it'll ask you how many inches.
