How do I offer both Shipping and Pick Up options at checkout?

I would like to offer both Shipping and Pick up options at checkout. I have set up a flat fee shipping rate that I offer but I don't see where I can offer the customer either the shipping or pick up...I have a lot of local customers that won't need shipping.

Online Dashboard, Items, Item Preferences, scroll down to Default Item Fulfillment, far right click Edit, check box for Fulfillment Method, Save.
