How do I add a fixed fee for shipping orders in the online store?

We ship refrigerated items and I would like to add a fixed fee to each shipping order that covers the insulated shipping containers the extra insurance for it. I know I can add it in the shipping settings, but that's not what I want anymore (because I'm also changing a few other things). 

Is there anything like that? Or is there something in the making? I'd also be happy to use some plug in for that...or, if you know of a programmer that could program that for us that would be great too...

Hi @Riverdel. Is there a reason why adjusting this in the shipping settings section won't work for you?

We are adding a membership option which includes free shipping; however the shipping containers are very expensive and won't be free. hence, it's not part of the free shipping and therefore should be added as a fixed fee to all shipping orders regardless of membership status.
