How can I set up an item with variation to charge for each item?

I explain, when customers orders multiple items with the same variation, it only charges the variation once. Example: Customer orders 3 sandwiches extra bacon...it will charge the extra bacon once for all items instead of charging it for each item with extra bacon.

Whenever you set up the variations - did you set them up under each specific item?

I don't have the items options to create options.  We are definitely losing revenue since we just noticed that this was happening.  Any help is appreciated.  We have variations and modifiers set up.
