Creating a conditional membership program that doesn't cost anything

I am trying to create a special membership program for my site. We don't want to charge for memberships, but instead we want to personally approve members based on certain conditions and eventually we want to integrate our app to do a lot of our customer vetting automatically. Does anyone have any thoughts on how we can set up a membership system that we have to approve but doesn't have membership fees?

Thanks. I am hoping that I can use the membership system built into Square to do this, but if that fails or my IT guy can't figure something out I will give it a try.
