Confused between Options, Variables, Modifiers, Coupons--Online Store

We sell one product--in 20 flavors--at four different quantity price points . In the Online Store, I haven't figured out the easiest way for the customer to select, say, "3 for $13" and which three flavors they want. Has anyone found a simple, intuitive way for customer to do this?

The best solution is creating your quantity price points as item variations and the flavors as modifiers. Keep in mind, if you need to track inventory for your flavors, modifiers won't work since they don't allow stock amounts.
