Unable to approve Your request

I have been going through this for 2 years. I have a customer ID, verified all of my business information and was approved for CBD Beta. But for some reason it won’t allow me to try to verify my Identity. I understand the system denying me for a typo or incorrect information but it won’t even allow me to try again.
