I really don't know much about this verification process of a thing as what I am going through right now is kinda different.
I Issued an Invoice to my customer but he was not able to Pay me. says Square declined the payment. He came by the workshop and I am able to take the payment with Virtual Terminal now My Transfer is suspended and Account is Under review. So, I don't Think this has something to do identity verification but I also think no one should have issue verifying since it keeps us safe from potential fraud.
