Long ago there was a way to toggle the free shipping meter on or off, I can't find that anymore. It was originally at this link:

I've spoken to our eCommerce team, and they have let me know that the free fulfilment progress meter will only be displayed when just one shipping profile is enabled.
Looking at your site, it would appear that multiple shipping profiles are enabled, so unfortunately it won't be possible to display this progress bar.

Unfortunately there wouldn't be any workaround here, as the free fulfilment meter is only displayed when a single shipping profile is active.
I'll be happy to let our product team know that this is a feature you'd like to see where multiple profiles are active. However, I can't guarantee that any changes would be made to the current design.
