error message "item not available for shipping" in shopping cart

for weeks now my customers keep getting error message "items no available for shipping" in their shopping cart.  Happening again today so I tested and it happened when I used the shopping cart ICON to get into my cart - everything showed as not available for shipping.  I X'd out of cart and added another item and when cart opened itself up the error messages were gone!  Anyone know how to fix this.  My items are always available for shipping, never been any different.

Also when trying to update our website to put a message to customers on the banner/logo area it was EXTREMELY slow and kept saying was unresponsive but I eventually got the note added.
