Upgrading to Weebly promote - not working

Hi There, we have been trying to upgrade the Weebly promote to no avail.. We have contacted customer service multiple times via phone and email with no success. When we get to the payment page, the drop down menus are empty to choose your country. Has anyone else had this issue? We just want to send campaign emails.. driving me nuts.
