The internet for most ISPs in my county (and 3 other neighboring counties) was out most of Friday and all of Saturday, I let customers know I could accept cash only. I enabled offline mode in the iOS app, and took my first sale. When I pressed the corresponding amount of cash tendered my app just kept trying to connect to my reader, it would eventually time out and say the reader required internet to continue. Unable to accept even cash I eventually closed early. Why can I not accept cash without internet?
I turned off my WiFi for my Square Stand, showed Red banner OFFLINE. I also have Offline Mode Disabled so I do not process a CC while Offline. I went to accept cash and my cash drawer for that register was not started, started the Cash Drawer and was able to accept cash. I was not however able to refund my cash transaction, in offline mode.
Now since I turned off my Ipads WiFi I was not able to open my cash drawer since it is connected to my WiFi / Ethernet cord through my networked Receipt Printer. As soon as I press the $5.00 for a $4.23 sale my Amount Change screen showed up. Since you are/were taking cash you do not even need the Chip Reader or connected since you can not use it anyway. Try testing that.
You can check your Cash setting by following these steps but they sound like they are on since you press a corresponding Cash amount.

Should take you to your Square Dashboard on a computer. If you look on the Left side you should see Devices if the above link did not take you there. Click Points of Sale.... Look for your Device if you have one there. Click the Device you need to take cash on.
Then scroll to the 2nd from the Bottom Tab Cash Management. Make sure that is turned on unless you are using
Manage Devices using Shared Settings.... This is what I do. If this has a Blue Slider it is ON.
Just past the Name you assigned this setting is a down arrow then edit settings Click that then scroll to cash Management.
I have mine enabled.
These settings sound like they are on for you since you were able to select a cash amount on your POS.
Hope this helps you out and gets you making sales tomorrow at least if your internet is still down.
