With shipping rates, you can base shipping options on weight, total price or total number of items. You can read more on this here. With that said, it doesn't look there there's an option to base shipping rates based on different item combinations in an order.
Have you tried the existing options, and if so, what sorts of features are missing that you'd want to have as an option?
