Setup of Sales Tax

I have setup my online sales tax, but when I do a test purchase to see if the tax is calculates it doesn't, what am I doing wrong?

I did a test purchase as I'm in NJ, and it works because as the buyer I'm in the state of NJ that the tax is calculated,

but it doesn't if the buyer is purchasing from another state, it shows zero tax.

Is there a way to setup tax regardless what state you are purchasing from?

I have read the section of the How the Automatic Tax Calculator Work, now I understand, if no location presence in other states it will not charge taxes only in the state that I'm in. Thanks for your help!
