I believe this may be an error.
Setting up a service charge fails to add to online, even when "automatically apply" is selected.
Clicking "SAVE" takes you back to the service charge settings page, with no changes made.

Is this a service charge that you've created in your Square Item Library that you're wanting to sync over to your Square Online Store? or someplace else?
